However, considering your NEI is telling you that the Carved Rune of Power that you are looking at is only called "Carved Rune", that means you are using a version of AoA that is so old that this version of the portal system doesn't exist (a different portal system is used instead). The arrow carved rune (the one on the bottom right, with an arrow on it) is not a part of the portal, you instead need what is called a "Carved rune of Direction" (totally separate).
